Most organizations treat FinOps as a dashboard problem: pull up Azure Cost Management, sort by spend, flag the outliers. That’s reporting, not FinOps. Real FinOps is a governance discipline that sits between engineering, finance, and procurement — and it only works if all three groups agree on what “waste” means before you go looking for it.
After a decade advising enterprises on Azure cost and cloud strategy, the pattern I see most often isn’t overspending on compute. It’s misallocated spend: resources tagged incorrectly, reserved instances purchased for the wrong region, and dev/test environments left running because no one owns the shutdown schedule.
Where the Money Actually Leaks
- Untagged resource groups. If a resource isn’t tagged to a cost center, nobody is accountable for it — and it never gets decommissioned.
- Reserved Instance mismatch. RIs bought against last year’s architecture don’t cover this year’s workload shape. This alone can waste 20–30% of committed spend.
- Orphaned storage and snapshots. Especially common after migrations — old VM disks and backup snapshots nobody remembers to clean up.
- No showback/chargeback model. Engineering teams that don’t see their own Azure bill have no incentive to optimize it.
A Practical Starting Framework
- Tag enforcement at the policy level, not the honor system. Azure Policy can block resource creation without required tags. Use it.
- Monthly showback reports per team, even before you’re ready to formally chargeback. Visibility changes behavior faster than mandates do.
- Quarterly RI/Savings Plan review against actual usage, not projected usage from the last purchase cycle.
- A single owner for cost governance who isn’t also the person approving new infrastructure. Separation of duties matters here the same way it does in security.
FinOps isn’t a tool you buy — it’s an operating rhythm you build. The organizations that get it right treat cost the same way they treat security: as a shared responsibility with clear ownership, not a monthly fire drill.
